
<p>Following a Honey Singh concert held on Saturday at C-21 Estate, the municipal corporation launched a major operation on Sunday morning. A container filled with sound and lighting equipment, valued at ₹1 crore, was seized for non-payment of ₹50 lakh in entertainment tax.</p>



<p>There had been an ongoing dispute between Honey Singh&#8217;s show organisers and the corporation regarding the tax. Late Friday night, the organisers deposited ₹7.84 lakh as tax with the corporation. On Saturday, Mayor Pushyamitra Bhargav learned that the organisers had paid less tax than required. According to the GST portal, tickets worth over ₹3.28 crore were sold. Consequently, the corporation demanded ₹50 lakh in entertainment tax. Corporation officials arrived on the scene on Saturday to collect the tax, but the action was deferred due to concerns about potential crowd unrest. The action was taken on Sunday morning.</p>

<p><strong>8 December 2024:</strong> A Diljit Dosanjh concert was held. Organisers have yet to pay the municipal corporation the tax. 25,000 people attended this concert, with an estimated revenue of approximately ₹25 crore.</p>

<p><strong>Poisonous Liquor Deaths in Alwar:</strong> Seven people have died so far in the Siliseda area of Alwar district, Rajasthan, after consuming poisonous liquor, while dozens are reported to be in critical condition. The deaths, which have occurred over the past five days, have created a climate of fear in the region. The administration and excise department have sprung into action, but the delayed response has raised several questions.</p>



<p>According to local sources, people in Siliseda and surrounding villages had been falling ill for the past week, but the administration ignored the situation. Only when the death toll reached seven did the excise department, tehsil administration, and police arrive at the scene.</p>



<p>Investigation teams have spoken to the families of the deceased and begun investigating potential sources of the liquor. Several illegal liquor dens have been sealed, but the main culprits remain at large. This suggests that the local administration may have had prior knowledge but failed to take action.</p>



<h2 class="wp-block-heading">First Death on 26 April</h2>



<p>All the deceased are from Paithpur and Kishnpur villages, and their ages range from 39 to 60 years. The first death due to consumption of the poisonous liquor occurred on 26 April, that of Suresh Valmiki (45) from Paithpur. On 27 April, Ramkishor (47) from Kishnpur and Ramkumar (39) from Paithpur died. The most deaths occurred on 28 April, including Lalaram (60), Bharat (40) from Kishnpur, and Omi (65, son of Bahal Nat) from Paithpur.</p>

<p>The local administration has received an unofficial list of seven deceased, but no official statement or confirmation has been issued yet. Post-mortems are being conducted, and the exact cause of death will be clear only after the reports are received, although poisonous liquor is considered the primary cause at first glance.</p>



<p>Locals say this is not the first time deaths have occurred in the area due to illicit liquor. They allege that the illegal liquor trade is not possible without the connivance of the administration. No officials arrived at the scene until the deaths occurred.</p>

<p>Justice Bhushan Ramkrishna Gavai will assume charge as the 52nd Chief Justice of India (CJI) from 14 May 2025. <p><strong>Kolkata Fire:</strong> A devastating fire broke out in a hotel in Kolkata, the capital of West Bengal, resulting in the death of 14 people. According to police, the fire erupted Tuesday night at a hotel near Falpatti Machhua in central Kolkata. Multiple fire brigades arrived at the scene and brought the fire under control. Several people jumped from the building to save their lives. The cause of the fire is being investigated, and a special team has been formed for the inquiry.</p>

<p>Providing details of the incident, Kolkata Police Commissioner Manoj Kumar Verma stated that the fire at the Shruturaj Hotel occurred around 8:15 pm. Police have recovered 14 bodies. <p><strong>Electricity Bill Update News:</strong> Rajasthan electricity consumers (excluding agricultural consumers) will have to pay in advance before consuming electricity. DISCOMs are starting the work of installing smart meters for approximately 1.43 crore connection holders. This will eliminate the postpaid facility (payment after consumption); only a prepaid facility will be available, meaning consumers will have to pay (recharge) before consuming electricity. This will bring approximately ₹50,000 crore annually into the electricity companies&#8217; coffers before electricity supply even begins.</p>



<h2 class="wp-block-heading">Smart Meter Installation to Commence</h2>



<p>Currently, billing is done for this amount. However, consumers will continue to receive a 15-paise per unit discount. Under the central government&#8217;s RDSS scheme, the installation of smart meters for approximately 1.43 crore connection holders in the state is about to begin. ₹14037 crore will be spent on this. Until now, a postpaid option was also available.</p>

Experts believe that an uninterrupted power supply should be ensured with the prepaid system.</p>



<h2 class="wp-block-heading">Reasons for the Change</h2>



<p><strong>1-</strong> Energy department officials say that the central government has set an agenda to replace old meters with prepaid smart meters across the country. The intention behind this is to improve the financial condition of DISCOMs and provide an uninterrupted power supply to the people.<br>2- DISCOMs will receive payment in advance, enabling them to make timely payments to generation companies. This will prevent late payment charges and penalties. The need to borrow from banks will be reduced. They will be freed from the process of issuing and distributing bills.<br>3- Consumers will continue to receive a 15-paise per unit discount; the plan has been prepared on this basis.</p>

<p><strong>MP Weather:</strong> Several weather systems are currently active across MP (Madhya Pradesh). Sixty days of the summer season have passed. April, following March, also concluded without a heatwave. April 2022 saw intense heat, with temperatures exceeding 45 degrees Celsius. However, April this year has been less intense, with temperatures failing to reach 44 degrees Celsius. The possibility of extreme heat in the first week of May is low due to the influence of easterly and northerly winds. Relief from the heat is expected until 10 May.</p>



<p>Rain fell in several parts of the state during the past 24 hours. More than a dozen districts experienced rain accompanied by strong winds and storms. Some rain was reported in districts of Jabalpur and Shahdol divisions, while the weather remained dry in the remaining districts.</p>



<p>Regarding temperatures, the maximum temperature dropped from 41.8 degrees Celsius to 38.8 degrees Celsius, a decrease of 3 degrees Celsius. This provided relief from the intense daytime heat. The weather remained pleasant after sunset. The Meteorological Department forecasts the influence of easterly winds during the first week of May, leading to cloudy conditions.</p>



<h2 class="wp-block-heading">Reasons for the Change in Weather</h2>



<p>-Two separate cyclonic circulations are present over northwest and southwest Madhya Pradesh. These circulations resulted in calm westerly winds, and the moisture in the air led to a drop in temperature.</p>

<p>After a long wait, the Mohan Cabinet on Tuesday approved the Transfer Policy 2025. The transfer process will commence on May 1st and will last for 30 days. For the first time, four slabs have been created instead of three. The meeting, chaired by CM Dr. Mohan Yadav, increased the scope of transfers from 2% to 3%. Similar to the previous policy, departments are allowed to create separate policies and conduct transfers accordingly.</p>



<p>The Cabinet also approved proposals for the payment of arrears of increased DA to employees in five installments and the formation of a senior-level process determination committee to implement a unified pension scheme similar to the central government&#8217;s scheme. These proposals regarding transfer policy, DA, and pensions will benefit 7.50 lakh employees.</p>



<h2 class="wp-block-heading">Committee to Determine Pension Process</h2>



<p>The Mohan government is moving forward with implementing the Unified Pension Scheme (UPS) in Madhya Pradesh, similar to the central government&#8217;s scheme. A state-level committee has been formed for this purpose, with ACS Ashok Barnwal as its chairman. This committee will prepare the process for implementing the UPS and present it to the government.</p>



<h2 class="wp-block-heading">₹3500 Crore Expenditure on DA</h2>



<p>Employees currently receive a 50% dearness allowance (DA). With a 5% increase in DA, they will now receive 55%. A 3% DA increase was approved from July 1, 2024, and a 2% increase from January 1, 2025. The arrears will be paid in five installments from June 2025 to October 2025. This 5% DA increase will add an additional financial burden of ₹3500 crore on the government treasury.</p>



<p>Arrears to be Paid in Five Installments: The arrears of the increased 3% and 2% dearness allowance will be paid to employees in five installments. These installments will be paid in June, July, August, September, and October 2025.</p>



<h2 class="wp-block-heading">Tightening of Regulations on Ministers</h2>



<p>The Cabinet decided that by midnight on May 30th, departmental ministers, ministers in charge, and department heads must issue recommendation letters based on priority and eligibility after deciding on the received applications from employees. Only recommendation letters issued under the online process will be valid.</p>



<h2 class="wp-block-heading">Key Priorities</h2>



<p>Cases involving spouses where one partner serves in a different location will be prioritised to enable them to serve in the same location. Eligible disabled employees will be given first priority compared to general eligible employees. Humanitarian considerations will be given to employees and their family members who are ill.</p>



<h2 class="wp-block-heading">Transfer Quota Increased</h2>



<p>The previous transfer policy had three slabs; the new policy has four. If a department has 200 filled positions in a particular cadre, 20% of the employees can be transferred. For 201-1000 filled positions, 15% can be transferred; for 1001-2000, 10%; and for more than 2001, 5%. This slab system cannot be bypassed. The old policy had one slab (201-2000) with a 10% transfer allowance; this has now been divided into two.</p>



<h2 class="wp-block-heading">Employee Transfers Based on Recommendations From:</h2>



<p><strong>Departmental Minister:</strong> Will decide on applications related to transfers from one district to another and issue recommendation letters.</p>



<p><strong>Minister in Charge:</strong> Will decide on applications related to intra-district transfers.</p>



<p><strong>Department Head:</strong> In some cases, applications will go to the department heads, who will forward them to the departmental minister or minister in charge for resolution.</p>

<p><strong>Bihar Home Guard Recruitment 2025:</strong> The application process for the Bihar Home Guard recruitment has concluded. Physical examinations (PET/PST) are scheduled to commence from 30 April. The department is releasing admit cards for the same. Admit cards have been released for 11 districts so far, along with the dates and times for the physical tests. Admit cards can be downloaded from the official website: onlinebhg.bihar.gov.in. The recruitment process for 15,000 Home Guard positions in Bihar has generated unprecedented enthusiasm. According to media reports, a total of 850,461 candidates from across the state have applied for these positions. The highest number of applications have been received from Patna district, with 69,014 young people participating.</p>



<h2 class="wp-block-heading">Key Highlights of the Recruitment Process</h2>



<p>Grounds have been identified in all districts for the physical examination.<br>Digital methods and software-based technology will be used to ensure transparency in the examination.<br>9,270 officials have been involved in this process.<br>Local officials and technical teams will monitor the recruitment process in each district.</p>

<p>An e-governance based system has been implemented to prevent any kind of malpractice in the examination. The entire process will be monitored through well-organized committees.</p>



<h2 class="wp-block-heading">Candidates to Run with Chips on Their Feet</h2>



<p>The administration is conducting the physical test for the Home Guard recruitment on a large scale. Hundreds of thousands of candidates will participate in the physical test at various centres across different districts. This time, the physical test will be conducted with the help of various technologies. According to media reports, candidates will run with chips attached to their feet, allowing their run to be tracked.</p>

On Monday, 28 April, its 19th day of release, <em>Jaat</em> collected a mere Rs65 lakhs. The film&#8217;s total earnings now stand at Rs85.65 crores. <p><strong>CG Weather Update:</strong> Chhattisgarh&#8217;s Raipur is experiencing a spell of squalls, rain, and hail due to the influence of two weather systems. On Monday, hail fell in several areas, including Bemetara, outer Raipur, and Udaipur. The clouds and rain have brought relief from the intense heat. However, this is detrimental to paddy and rabi crops. No significant change in weather is expected in the next 24 hours. Rain, squalls, and hail are expected in various parts of the state, including Raipur.</p>



<h2 class="wp-block-heading">CG Weather Update: Relief from Intense Heat</h2>



<p>Raipur received more than 50 mm of rainfall in the last 24 hours. Due to this, the maximum temperature was 38.4 degrees Celsius, 2.7 degrees below normal. The night temperature was 22.2 degrees Celsius, 4 degrees below normal. The maximum temperature may increase by 2 to 4 degrees Celsius in the next two days. However, heatwave conditions are unlikely.</p>



<p>The first week of May is also expected to provide relief from the intense heat. However, heatwaves are expected in May. Naunata also falls in this month, from 25 May to 2 June. <h2 class="wp-block-heading">CG Weather Update: Mercury to Plunge Today</h2>



<p>The Meteorological Department reported 101.1 mm of rainfall in the capital from 8:30 am to 5:30 pm on Monday. However, according to residents of the Lalpur area, this much rain did not occur. If this were true, it would have broken the 114-year-old record.</p>



<p>On 20 April 2011, the highest rainfall of 45.2 mm in 24 hours was recorded. The total monthly rainfall in 1909 was 131.1 mm. From 5:30 pm on Sunday to Monday morning, 38.4 mm of rain fell. However, this was later revised to 13.6 mm. Only 0.4 mm of rain fell in the evening.</p>



<h2 class="wp-block-heading">Rainfall in 24 Hours</h2>



<p>7 cm of rain fell in Bijapur, and 3 cm each in Antagarh and Usar. Similarly, 2 cm of rain fell in Belergaon, Pakhanjūr, Kanker, Kutroo, Gangalūr, Narharpur, Sarona, and Nagri. 1 cm of rainfall was recorded in Bhopalpatnam, Bhanupratappur, and Bhairamarg.</p>



<h2 class="wp-block-heading">Rainfall Across All Districts of Durg Division</h2>



<p>Light rain continued in the Durg division of Chhattisgarh on Monday. 6.4 mm of rainfall was recorded in the Durg district. 3.8 mm in Bemetara, 0.7 mm in Kawardha, 2.2 mm in Khairagarh, and 5 mm in Rajnandgaon. 5.7 mm of rain fell in Balod. In Kawardha, rain and hail fell in some places in the afternoon on Monday. In Bemetara, rain and hail fell for 15 minutes in the afternoon. Rajnandgaon experienced light showers with squalls.</p>



<h2 class="wp-block-heading">Bilaspur Division: Drizzle in Some Areas, Light Rain in Others</h2>



<p>Bilaspur experienced a mix of sunshine and clouds in the morning. Drizzle occurred in some parts of the city, providing significant relief from the heat. Meanwhile, in Raigarh, the Meteorological Department issued a yellow alert, forecasting moderate rain and hail in some areas of the district. Jashpur experienced light showers with strong winds on Sunday night. Light rain continued intermittently throughout the day in Janjgir-Champa. Cool winds throughout the day provided relief from the heat.</p>
