Justice BR Gavai Appointed Indian Chief Justice

Justice Bhushan Ramkrishna Gavai will assume charge as the 52nd Chief Justice of India (CJI) from 14 May 2025. His appointment was made on 29 April 2025, following a recommendation from the current CJI, Justice Sanjeev Khanna, and approval from President Droupadi Murmu. Justice Gavai will be the second Dalit CJI of the country, after Justice K.G. Balakrishnan. His tenure will be approximately six months, until 23 November 2025. Article 370 (Jammu and Kashmir) In December 2023, Justice Gavai was part of a five-judge constitutional bench that unanimously upheld the central government&#8217;s decision to revoke Article 370 on 5 August 2019. This decision approved the ending of Jammu and Kashmir&#8217;s special status and its division into two Union Territories. This marked a historic change in India&#8217;s administrative and political framework.



Demonetisation (2016) In January 2023, Justice Gavai was part of a five-judge constitutional bench that upheld, by a 4:1 majority, the central government&#8217;s decision to demonetise ₹500 and ₹1000 notes on 8 November 2016. This judgment validated the demonetisation process and its objectives (curbing black money and counterfeit currency).



Electoral Bonds Scheme In 2023, Justice Gavai was part of a five-judge bench that declared the Electoral Bonds Scheme unconstitutional and void. This scheme allowed anonymous donations to political parties, and this judgment was a significant step towards transparency in political funding.



Bulldozer Actions In 2024, the bench of Justice Gavai and Justice K.V. Viswanathan issued nationwide guidelines against the demolition of properties using bulldozers in the name of illegal construction or punitive action. The judgment mandated prior notice and a 15-day interval, curbing the arbitrariness of the executive.



Rajiv Gandhi Assassination In 2022, a bench headed by Justice Gavai ordered the release of six convicts in the Rajiv Gandhi assassination case after more than 30 years of imprisonment. Modi Surname Case Justice Gavai was part of the bench that granted relief to Congress leader Rahul Gandhi in the ‘Modi surname’ case. This judgment stayed his conviction, leading to the restoration of his Lok Sabha membership.



Stamp Act Justice Gavai was part of a seven-judge bench that ruled that agreements without stamp duty under the Stamp Act are invalid. This was a decision that brought clarity to commercial and legal transactions.



Environmental Protection Justice Gavai adopted a strict stance in the case of the destruction of 100 acres of forest in Hyderabad&#8217;s Kacha Gachibowli. He headed the bench hearing cases related to forest conservation, prioritising environmental protection.

Early Career: Justice Gavai began his legal practice in 1985 and became a judge of the Bombay High Court in 2003. He was appointed a Supreme Court judge on 24 May 2019.



Special Contributions: Justice Gavai has demonstrated commitment to constitutional values and social justice. He has stated, “I am a Supreme Court judge because of Dr. B.R. Ambedkar.”

Kolkata Fire: A devastating fire broke out in a hotel in Kolkata, the capital of West Bengal, resulting in the death of 14 people. According to police, the fire erupted Tuesday night at a hotel near Falpatti Machhua in central Kolkata. Multiple fire brigades arrived at the scene and brought the fire under control. Several people jumped from the building to save their lives. The cause of the fire is being investigated, and a special team has been formed for the inquiry.



<h2 class="wp-block-heading">Police Recover 14 Bodies</h2>



Providing details of the incident, Kolkata Police Commissioner Manoj Kumar Verma stated that the fire at the Shruturaj Hotel occurred around 8:15 pm. Police have recovered 14 bodies. Several people were rescued by the rescue teams. The fire has been extinguished, and relief and rescue operations are ongoing.

Electricity Bill Update News: Rajasthan electricity consumers (excluding agricultural consumers) will have to pay in advance before consuming electricity. DISCOMs are starting the work of installing smart meters for approximately 1.43 crore connection holders. This will eliminate the postpaid facility (payment after consumption); only a prepaid facility will be available, meaning consumers will have to pay (recharge) before consuming electricity. This will bring approximately ₹50,000 crore annually into the electricity companies&#8217; coffers before electricity supply even begins.



<h2 class="wp-block-heading">Smart Meter Installation to Commence</h2>



Currently, billing is done for this amount. However, consumers will continue to receive a 15-paise per unit discount. Under the central government&#8217;s RDSS scheme, the installation of smart meters for approximately 1.43 crore connection holders in the state is about to begin. ₹14037 crore will be spent on this. Until now, a postpaid option was also available.

<h2 class="wp-block-heading">Claimed Consumer Benefits</h2>



1- Daily electricity consumption and charge (expense) information will be available. Based on this, monthly consumption planning can be done. 2- As soon as the home supply is cut off, information will directly reach the control room. 3- An alert message will be sent to the mobile phone if the electricity supply load becomes high.



<h2 class="wp-block-heading">Billing to Continue for Two to Four Months</h2>



DISCOMs are developing a mechanism to allow consumers to easily adopt this system. They are considering offering a postpaid facility for the initial two to four months. After that, it will automatically switch to prepaid. Therefore, the meters will have both options. The survey has been started by the team. Experts believe that an uninterrupted power supply should be ensured with the prepaid system.



<h2 class="wp-block-heading">Reasons for the Change</h2>



1- Energy department officials say that the central government has set an agenda to replace old meters with prepaid smart meters across the country. The intention behind this is to improve the financial condition of DISCOMs and provide an uninterrupted power supply to the people. 2- DISCOMs will receive payment in advance, enabling them to make timely payments to generation companies. This will prevent late payment charges and penalties. The need to borrow from banks will be reduced. They will be freed from the process of issuing and distributing bills. 3- Consumers will continue to receive a 15-paise per unit discount; the plan has been prepared on this basis.

MP Weather: Several weather systems are currently active across MP (Madhya Pradesh). Sixty days of the summer season have passed. April, following March, also concluded without a heatwave. April 2022 saw intense heat, with temperatures exceeding 45 degrees Celsius. However, April this year has been less intense, with temperatures failing to reach 44 degrees Celsius. The possibility of extreme heat in the first week of May is low due to the influence of easterly and northerly winds. Relief from the heat is expected until 10 May.



Rain fell in several parts of the state during the past 24 hours. More than a dozen districts experienced rain accompanied by strong winds and storms. Some rain was reported in districts of Jabalpur and Shahdol divisions, while the weather remained dry in the remaining districts.



Regarding temperatures, the maximum temperature dropped from 41.8 degrees Celsius to 38.8 degrees Celsius, a decrease of 3 degrees Celsius. This provided relief from the intense daytime heat. The weather remained pleasant after sunset. The Meteorological Department forecasts the influence of easterly winds during the first week of May, leading to cloudy conditions.



<h2 class="wp-block-heading">Reasons for the Change in Weather</h2>



-Two separate cyclonic circulations are present over northwest and southwest Madhya Pradesh. These circulations resulted in calm westerly winds, and the moisture in the air led to a drop in temperature.



-Two trough lines exist across different parts of the country, bringing moisture into the air.



-A new western disturbance is expected on 2 May. Its arrival will cause further cloud cover.



<h2 class="wp-block-heading">Alert Issued for These Districts</h2>



The Meteorological Department has issued a warning for thunderstorms, rain, and lightning in 27 districts of MP. These districts include Sidhi, Singrauli, Rewa, Mauganj, Anuppur, Shahdol, Dindori, Chhindwara, Seoni, Mandla, Balaghat, and Pandhurna.

'Western Disturbance' to bring heavy rain to 27 districts in 48 hours

After a long wait, the Mohan Cabinet on Tuesday approved the Transfer Policy 2025. The transfer process will commence on May 1st and will last for 30 days. For the first time, four slabs have been created instead of three. The meeting, chaired by CM Dr. Mohan Yadav, increased the scope of transfers from 2% to 3%. Similar to the previous policy, departments are allowed to create separate policies and conduct transfers accordingly.



The Cabinet also approved proposals for the payment of arrears of increased DA to employees in five installments and the formation of a senior-level process determination committee to implement a unified pension scheme similar to the central government&#8217;s scheme. These proposals regarding transfer policy, DA, and pensions will benefit 7.50 lakh employees.



<h2 class="wp-block-heading">Committee to Determine Pension Process</h2>



The Mohan government is moving forward with implementing the Unified Pension Scheme (UPS) in Madhya Pradesh, similar to the central government&#8217;s scheme. A state-level committee has been formed for this purpose, with ACS Ashok Barnwal as its chairman. This committee will prepare the process for implementing the UPS and present it to the government.



<h2 class="wp-block-heading">₹3500 Crore Expenditure on DA</h2>



Employees currently receive a 50% dearness allowance (DA). With a 5% increase in DA, they will now receive 55%. A 3% DA increase was approved from July 1, 2024, and a 2% increase from January 1, 2025. The arrears will be paid in five installments from June 2025 to October 2025. This 5% DA increase will add an additional financial burden of ₹3500 crore on the government treasury.



Arrears to be Paid in Five Installments: The arrears of the increased 3% and 2% dearness allowance will be paid to employees in five installments. These installments will be paid in June, July, August, September, and October 2025.



<h2 class="wp-block-heading">Tightening of Regulations on Ministers</h2>



The Cabinet decided that by midnight on May 30th, departmental ministers, ministers in charge, and department heads must issue recommendation letters based on priority and eligibility after deciding on the received applications from employees. Only recommendation letters issued under the online process will be valid.



<h2 class="wp-block-heading">Key Priorities</h2>



Cases involving spouses where one partner serves in a different location will be prioritised to enable them to serve in the same location. Eligible disabled employees will be given first priority compared to general eligible employees. Humanitarian considerations will be given to employees and their family members who are ill.



<h2 class="wp-block-heading">Transfer Quota Increased</h2>



The previous transfer policy had three slabs; the new policy has four. If a department has 200 filled positions in a particular cadre, 20% of the employees can be transferred. For 201-1000 filled positions, 15% can be transferred; for 1001-2000, 10%; and for more than 2001, 5%. This slab system cannot be bypassed. The old policy had one slab (201-2000) with a 10% transfer allowance; this has now been divided into two.



<h2 class="wp-block-heading">Employee Transfers Based on Recommendations From:</h2>



Departmental Minister: Will decide on applications related to transfers from one district to another and issue recommendation letters.



Minister in Charge: Will decide on applications related to intra-district transfers.



Department Head: In some cases, applications will go to the department heads, who will forward them to the departmental minister or minister in charge for resolution.

Bihar Home Guard Recruitment 2025: The application process for the Bihar Home Guard recruitment has concluded. Physical examinations (PET/PST) are scheduled to commence from 30 April. The department is releasing admit cards for the same. Admit cards have been released for 11 districts so far, along with the dates and times for the physical tests. Admit cards can be downloaded from the official website: onlinebhg.bihar.gov.in. The recruitment process for 15,000 Home Guard positions in Bihar has generated unprecedented enthusiasm. According to media reports, a total of 850,461 candidates from across the state have applied for these positions. The highest number of applications have been received from Patna district, with 69,014 young people participating.

Grounds have been identified in all districts for the physical examination. Digital methods and software-based technology will be used to ensure transparency in the examination. 9,270 officials have been involved in this process. An e-governance based system has been implemented to prevent any kind of malpractice in the examination. The entire process will be monitored through well-organized committees.

The All India Institute of Medical Sciences (AIIMS) has released the admit cards for Stage 2 of the Nursing Officer Recruitment Common Eligibility Test (NORCET) 8. Candidates who successfully passed the Stage 1 exam can download their admit cards from the official website [aiimsexams.ac.in].



<h2 class="wp-block-heading">AIIMS NORCET 8 Admit Card: How to Download</h2>



To download the admit card, first visit the official AIIMS website. Click on the ‘Admit Card’ link available on the website&#8217;s homepage. The login page will then open, where the candidate will have to enter their candidate ID/mobile number and password. Your admit card will appear on the screen after logging in. You can now download and print it, which will be mandatory on the day of the exam.

<h2 class="wp-block-heading">AIIMS NORCET 8: Exam Date and Number of Candidates</h2>



The Stage 2 exam will be held on 2 May 2025. The Stage 1 exam was conducted on 12 April 2025, and the results were declared on 19 April 2025. A total of 11,472 candidates have been shortlisted to appear for Stage 2.
