<p><strong>Kolkata Fire:</strong> A devastating fire broke out in a hotel in Kolkata, the capital of West Bengal, resulting in the death of 14 people. According to police, the fire erupted Tuesday night at a hotel near Falpatti Machhua in central Kolkata. Multiple fire brigades arrived at the scene and brought the fire under control. Several people jumped from the building to save their lives. The cause of the fire is being investigated, and a special team has been formed for the inquiry.</p>



<h2 class="wp-block-heading">Police Recover 14 Bodies</h2>



<p>Providing details of the incident, Kolkata Police Commissioner Manoj Kumar Verma stated that the fire at the Shruturaj Hotel occurred around 8:15 pm. Police have recovered 14 bodies. Several people were rescued by the rescue teams. The fire has been extinguished, and relief and rescue operations are ongoing.</p>

<p>Kolkata Mayor Firhad Hakim visited the site of the accident. West Bengal Congress President Shubhankar Sarkar expressed grief over the incident. He stated that there were no safety measures in place by the government. &#8220;I don&#8217;t know what the government is doing,&#8221; he said.</p>

<p>Pakistan called a sudden press conference at midnight on Tuesday, claiming that India was planning a military attack within the next 24 to 36 hours. This statement comes at a time of heightened tension between the two nuclear-armed neighbours. Following an attack last week in Pahalgam, which killed 26 people, India accused Pakistan of involvement.</p>



<p>Pakistan&#8217;s Information Minister, Ataullah Tarar, stated in a late-night post on the social media platform X, “Pakistan has credible intelligence that India is preparing to launch a military attack within the next 24 to 36 hours, using the Pahalgam attack as a false pretext.” He warned, “Any aggression will be decisively responded to. India will be fully responsible for any serious consequences in the region.”</p>



<h2 class="wp-block-heading">Pakistan on High Alert</h2>



<p>Meanwhile, Pakistan&#8217;s Defence Minister, Khawaja Muhammad Asif, told Reuters in an interview that an Indian military attack was “imminent”. Speaking from his office in Islamabad, he said Pakistan was on high alert but that nuclear weapons would only be used if “our existence is directly threatened.”</p>



<p>Tensions further escalated between the two countries after India suspended the crucial Indus Waters Treaty and Pakistan closed its airspace to Indian airlines. India&#8217;s Prime Minister Narendra Modi has vowed to find and punish those responsible for the attack.</p>



<h2 class="wp-block-heading">Pahalgam Terrorist Attack</h2>



<p>The Pahalgam terrorist attack on 22 April killed 26 people, mostly tourists, and injured more than a dozen. It is one of the largest attacks since the revocation of Article 370 in 2019. However, the government has not yet officially confirmed the number of casualties in the Pahalgam attack. Following the attack, security forces launched a search operation to apprehend the terrorists responsible. Security has been heightened since the attack; images from the area show the usually bustling tourist spot’s roads deserted.</p>

<p><strong>Electricity Bill Update News:</strong> Rajasthan electricity consumers (excluding agricultural consumers) will have to pay in advance before consuming electricity. DISCOMs are starting the work of installing smart meters for approximately 1.43 crore connection holders. This will eliminate the postpaid facility (payment after consumption); only a prepaid facility will be available, meaning consumers will have to pay (recharge) before consuming electricity. This will bring approximately ₹50,000 crore annually into the electricity companies&#8217; coffers before electricity supply even begins.</p>



<h2 class="wp-block-heading">Smart Meter Installation to Commence</h2>



<p>Currently, billing is done for this amount. However, consumers will continue to receive a 15-paise per unit discount. Under the central government&#8217;s RDSS scheme, the installation of smart meters for approximately 1.43 crore connection holders in the state is about to begin. ₹14037 crore will be spent on this. Until now, a postpaid option was also available.</p>

<h2 class="wp-block-heading">Claimed Consumer Benefits</h2>



<p><strong>1-</strong> Daily electricity consumption and charge (expense) information will be available. Based on this, monthly consumption planning can be done.<br><strong>2-</strong> As soon as the home supply is cut off, information will directly reach the control room.<br><strong>3-</strong> An alert message will be sent to the mobile phone if the electricity supply load becomes high.</p>



<h2 class="wp-block-heading">Billing to Continue for Two to Four Months</h2>



<p>DISCOMs are developing a mechanism to allow consumers to easily adopt this system. They are considering offering a postpaid facility for the initial two to four months. After that, it will automatically switch to prepaid. Therefore, the meters will have both options. The survey has been started by the team. Experts believe that an uninterrupted power supply should be ensured with the prepaid system.</p>



<h2 class="wp-block-heading">Reasons for the Change</h2>



<p><strong>1-</strong> Energy department officials say that the central government has set an agenda to replace old meters with prepaid smart meters across the country. The intention behind this is to improve the financial condition of DISCOMs and provide an uninterrupted power supply to the people.<br>2- DISCOMs will receive payment in advance, enabling them to make timely payments to generation companies. This will prevent late payment charges and penalties. The need to borrow from banks will be reduced. They will be freed from the process of issuing and distributing bills.<br>3- Consumers will continue to receive a 15-paise per unit discount; the plan has been prepared on this basis.</p>

<p>After a long wait, the Mohan Cabinet on Tuesday approved the Transfer Policy 2025. The transfer process will commence on May 1st and will last for 30 days. For the first time, four slabs have been created instead of three. The meeting, chaired by CM Dr. Mohan Yadav, increased the scope of transfers from 2% to 3%. Similar to the previous policy, departments are allowed to create separate policies and conduct transfers accordingly.</p>



<p>The Cabinet also approved proposals for the payment of arrears of increased DA to employees in five installments and the formation of a senior-level process determination committee to implement a unified pension scheme similar to the central government&#8217;s scheme. These proposals regarding transfer policy, DA, and pensions will benefit 7.50 lakh employees.</p>



<h2 class="wp-block-heading">Committee to Determine Pension Process</h2>



<p>The Mohan government is moving forward with implementing the Unified Pension Scheme (UPS) in Madhya Pradesh, similar to the central government&#8217;s scheme. A state-level committee has been formed for this purpose, with ACS Ashok Barnwal as its chairman. This committee will prepare the process for implementing the UPS and present it to the government.</p>



<h2 class="wp-block-heading">₹3500 Crore Expenditure on DA</h2>



<p>Employees currently receive a 50% dearness allowance (DA). With a 5% increase in DA, they will now receive 55%. A 3% DA increase was approved from July 1, 2024, and a 2% increase from January 1, 2025. The arrears will be paid in five installments from June 2025 to October 2025. This 5% DA increase will add an additional financial burden of ₹3500 crore on the government treasury.</p>



<p>Arrears to be Paid in Five Installments: The arrears of the increased 3% and 2% dearness allowance will be paid to employees in five installments. These installments will be paid in June, July, August, September, and October 2025.</p>



<h2 class="wp-block-heading">Tightening of Regulations on Ministers</h2>



<p>The Cabinet decided that by midnight on May 30th, departmental ministers, ministers in charge, and department heads must issue recommendation letters based on priority and eligibility after deciding on the received applications from employees. Only recommendation letters issued under the online process will be valid.</p>



<h2 class="wp-block-heading">Key Priorities</h2>



<p>Cases involving spouses where one partner serves in a different location will be prioritised to enable them to serve in the same location. Eligible disabled employees will be given first priority compared to general eligible employees. Humanitarian considerations will be given to employees and their family members who are ill.</p>



<h2 class="wp-block-heading">Transfer Quota Increased</h2>



<p>The previous transfer policy had three slabs; the new policy has four. If a department has 200 filled positions in a particular cadre, 20% of the employees can be transferred. For 201-1000 filled positions, 15% can be transferred; for 1001-2000, 10%; and for more than 2001, 5%. This slab system cannot be bypassed. The old policy had one slab (201-2000) with a 10% transfer allowance; this has now been divided into two.</p>



<h2 class="wp-block-heading">Employee Transfers Based on Recommendations From:</h2>



<p><strong>Departmental Minister:</strong> Will decide on applications related to transfers from one district to another and issue recommendation letters.</p>



<p><strong>Minister in Charge:</strong> Will decide on applications related to intra-district transfers.</p>



<p><strong>Department Head:</strong> In some cases, applications will go to the department heads, who will forward them to the departmental minister or minister in charge for resolution.</p>

<p><strong>Shikhar Dhawan slams Shahid Afridi on Pahalgam Terror Attack:</strong> A terrorist attack in Pahalgam, Kashmir, on 22 April resulted in the death of 26 tourists, escalating tensions between India and Pakistan. On Monday, 28 April, its 19th day of release, <em>Jaat</em> collected a mere Rs65 lakhs. The film&#8217;s total earnings now stand at Rs85.65 crores. <p><em>Kesari 2</em>, though gradually, has achieved significant success. It has managed to surpass the popularity of Sunny Deol&#8217;s <em>Jaat</em>, establishing itself as a box office force. On its 11th day of release, April 28th, <em>Kesari 2</em> collected a substantial Rs3 crores. The film&#8217;s total collection now stands at Rs68.40 crores.</p>

<p><strong>CG Weather Update:</strong> Chhattisgarh&#8217;s Raipur is experiencing a spell of squalls, rain, and hail due to the influence of two weather systems. On Monday, hail fell in several areas, including Bemetara, outer Raipur, and Udaipur. The clouds and rain have brought relief from the intense heat. However, this is detrimental to paddy and rabi crops. No significant change in weather is expected in the next 24 hours. Rain, squalls, and hail are expected in various parts of the state, including Raipur.</p>



<h2 class="wp-block-heading">CG Weather Update: Relief from Intense Heat</h2>



<p>Raipur received more than 50 mm of rainfall in the last 24 hours. Due to this, the maximum temperature was 38.4 degrees Celsius, 2.7 degrees below normal. The night temperature was 22.2 degrees Celsius, 4 degrees below normal. The maximum temperature may increase by 2 to 4 degrees Celsius in the next two days. However, heatwave conditions are unlikely.</p>



<p>The first week of May is also expected to provide relief from the intense heat. However, heatwaves are expected in May. Naunata also falls in this month, from 25 May to 2 June. <h2 class="wp-block-heading">CG Weather Update: Mercury to Plunge Today</h2>



<p>The Meteorological Department reported 101.1 mm of rainfall in the capital from 8:30 am to 5:30 pm on Monday. However, according to residents of the Lalpur area, this much rain did not occur. If this were true, it would have broken the 114-year-old record.</p>



<p>On 20 April 2011, the highest rainfall of 45.2 mm in 24 hours was recorded. The total monthly rainfall in 1909 was 131.1 mm. From 5:30 pm on Sunday to Monday morning, 38.4 mm of rain fell. However, this was later revised to 13.6 mm. Only 0.4 mm of rain fell in the evening.</p>



<h2 class="wp-block-heading">Rainfall in 24 Hours</h2>



<p>7 cm of rain fell in Bijapur, and 3 cm each in Antagarh and Usar. Similarly, 2 cm of rain fell in Belergaon, Pakhanjūr, Kanker, Kutroo, Gangalūr, Narharpur, Sarona, and Nagri. 1 cm of rainfall was recorded in Bhopalpatnam, Bhanupratappur, and Bhairamarg.</p>



<h2 class="wp-block-heading">Rainfall Across All Districts of Durg Division</h2>



<p>Light rain continued in the Durg division of Chhattisgarh on Monday. 6.4 mm of rainfall was recorded in the Durg district. 3.8 mm in Bemetara, 0.7 mm in Kawardha, 2.2 mm in Khairagarh, and 5 mm in Rajnandgaon. 5.7 mm of rain fell in Balod. In Kawardha, rain and hail fell in some places in the afternoon on Monday. In Bemetara, rain and hail fell for 15 minutes in the afternoon. Rajnandgaon experienced light showers with squalls.</p>

<p>Bilaspur experienced a mix of sunshine and clouds in the morning. Drizzle occurred in some parts of the city, providing significant relief from the heat. Meanwhile, in Raigarh, the Meteorological Department issued a yellow alert, forecasting moderate rain and hail in some areas of the district. Jashpur experienced light showers with strong winds on Sunday night. Light rain continued intermittently throughout the day in Janjgir-Champa. Cool winds throughout the day provided relief from the heat.</p>

<p><strong>Pahalgam Attack:</strong> The recent terrorist attack in Pahalgam has impacted tourism by up to 90 per cent. The cancellation of 3500-4000 bookings due to fear has significantly cooled the summer season&#8217;s business. While approximately 5000 people visit Kashmir annually, many book tickets, hotels, and motels in advance to avoid crowds. However, following the terrorist attack in Pahalgam on 22 April, tourists are avoiding Kashmir and other hill stations.</p>



<h2 class="wp-block-heading">Pahalgam Attack: Majority of Bookings Cancelled</h2>



<p>Tour and travel operators say that tourist movement will resume once the situation normalises. However, they anticipate this will take considerable time. Raman Jadwani, state president of the Travel Federation of India (TAFI), stated that following the incident in Pahalgam, the number of tourists has significantly decreased.</p>



<p>Consequently, many are cancelling bookings made for this season. Notably, over 2.5 million tourists visit Kashmir from April to August. People typically travel to Jammu and Kashmir between April and July, according to their convenience.</p>



<h2 class="wp-block-heading">Full Refunds Being Processed</h2>



<p>The TAFI state president reported that full refunds are being issued to those who made bookings. This decision was taken by the Jammu &amp; Kashmir Hotel and Restaurant Association, along with tourist corporations, travel agencies, and aviation companies. Refunds are being processed upon submission of relevant booking documents.</p>



<p>Travel operators state that never before have so many tourists been killed simultaneously in a terrorist attack in Kashmir. The impact of this attack is most severely felt in the state, across the country, and in Jammu and Kashmir.</p>



<h2 class="wp-block-heading">Rising Trend of Tourism</h2>



<p>Travel operators mention that during summer holidays, most middle and upper-class individuals travel to Kashmir and other hill stations with family and friends. The trend has increased <span style="margin: 0px;padding: 0px">post-COVID-19</span>. Bookings in 2023 totalled approximately 1600, rising to 3400 in 2024 and nearly 4600 by now in 2025. However, the terrorist attack has completely disrupted the tourism business.</p>



<h2 class="wp-block-heading">1.3 Million Bookings Cancelled in the Valley</h2>



<p>According to the TAFI state president, citing Babar Chaudhary, president of the Jammu &amp; Kashmir Hotel and Restaurant Association, at least 1.3 million bookings from April to August have been cancelled across the valley. The association represents approximately 240 hotels and restaurants. Typically, over 2.5 million tourists visit Kashmir from April to August. However, this year, due to fear, at least 90 per cent of tourists will not be coming to Kashmir.</p>

<p><strong>IMD Weather Forecast:</strong> The Indian Meteorological Department (IMD) has issued a warning of heavy rain and thunderstorms in several states across the country, including Bihar. The weather in Bihar has changed, and strong winds, thunderstorms, and hail are expected in many districts of the state for the next two days. The meteorological department has issued red and orange alerts for more than 20 districts.</p>



<h2 class="wp-block-heading">High Alert in These Districts</h2>



<p>According to the Metrological Department, districts such as Siwan, Gopalganj, Patna, East Champaran, West Champaran, Sitamarhi, Sheohar, Muzaffarpur, Vaishali, Darbhanga, Madhubani, Samastipur, Supaul, Araria, Kishanganj, Saharsa, Madhepura, Purnia, Katihar, Khagaria, Bhagalpur, Banka, Jamui, and Munger are expected to experience heavy rainfall and winds gusting at 50-70 km per hour. There is also a risk of lightning and hail. The disaster management department has appealed to people to stay indoors, avoid standing under trees, and stay away from electricity poles.</p>



<h2 class="wp-block-heading">Weather Havoc in Other States as Well</h2>



<p>Besides Bihar, several states in North India are expected to experience adverse weather conditions. The Meteorological Department stated that heavy rain with thunderstorms is possible in Jammu and Kashmir, Himachal Pradesh, and Uttarakhand. Meanwhile, pre-monsoon activities, including thunderstorms and rain, have been warned for Delhi-NCR, Rajasthan, Haryana, Uttar Pradesh, Madhya Pradesh, and Chhattisgarh. In eastern India, Jharkhand, West Bengal, and Odisha may also experience deteriorating weather conditions after 27 April. Light to moderate rainfall is expected in parts of Karnataka, Andhra Pradesh, and Telangana in South India.</p>



<h2 class="wp-block-heading">Advice for Farmers and the Public</h2>



<p>The Meteorological Department has advised farmers to keep harvested crops in safe places and to stop irrigation work. The public has been urged to avoid open fields and to use electrical appliances cautiously. Given that Bihar has previously experienced loss of life and property due to thunderstorms and lightning, it is essential to exercise caution.</p>



<h2 class="wp-block-heading">Past Experiences and Precautions</h2>



<p>On 10 April, thunderstorms in Bihar and Uttar Pradesh resulted in 83 deaths – 61 in Bihar and 22 in Uttar Pradesh. The Meteorological Department has again urged people to exercise extreme caution. <br>The Meteorological Department and local administration are monitoring the situation and have advised people to contact the nearest administrative authorities in case of any emergency.</p>

<p><strong>UP BEd JEE 2025 Registration Last Date:</strong> The registration process for the Uttar Pradesh Bachelor of Education Joint Entrance Examination (UP BEd JEE), 2025, will close soon. If you haven&#8217;t applied yet, apply soon via the official website. The last date to apply is 30 April. This year, the UP BEd entrance examination is again being conducted by Bundelkhand University, Jhansi. This is the third time the university has been given this responsibility.</p>



<h2 class="wp-block-heading">Examination on 1 June (UP BEd JEE Exam Date)</h2>



<p>The notification for this examination was released on 6 February 2025. The application process commenced on 15 February. The last date for applying is 30 April 2025. FIITJEE Fraud: ₹250 Crore Scam, 14,411 Students Affected, ED Probes


<p><strong>FIITJEE Fraud Case:</strong> The Enforcement Directorate (ED) Lucknow unit recently conducted searches at seven locations in Noida, Delhi, and Gurugram in connection with the FIITJEE fraud case. During these searches, the ED seized ₹10 lakh in cash and jewellery worth approximately ₹4.89 crore. This action was taken under the Prevention of Money Laundering Act (PMLA), 2002.</p>



<h2 class="wp-block-heading">Reason for the Raids</h2>



<p>An ED statement revealed that the search operation targeted the residences of FIIT-JEE Director D.K. Goel, CEO, COO, and CFO, as well as the institute&#8217;s official offices. This investigation is based on several First Information Reports (FIRs) registered in Noida, Lucknow, Delhi, Bhopal, and other cities. These FIRs allege that FIITJEE&#8217;s senior management promised students and their parents quality educational services but failed to deliver, despite collecting fees.</p>



<h2 class="wp-block-heading">Cash, Jewellery, Documents, and Digital Devices Seized</h2>



<p>The investigation also found that FIITJEE collected approximately ₹206 crore from ongoing batches but failed to provide the promised facilities and services to students. The searches also yielded incriminating documents and digital devices suggesting financial irregularities. The investigation revealed that the institute misused the collected funds for personal and unauthorised purposes, and even failed to pay teachers&#8217; salaries.</p>

<h2 class="wp-block-heading">32 Coaching Centres Suddenly Shut Down</h2>



<p>Consequently, 32 FIITJEE coaching centres across various cities including Ghaziabad, Lucknow, Meerut, Noida, Prayagraj, Delhi, Bhopal, Gwalior, Indore, Faridabad, Gurugram, and Mumbai were abruptly shut down. This move affected approximately 14,400 students and their parents. The ED stated that preliminary investigations indicate that this fraud was perpetrated to swindle students and their parents under the guise of educational services.</p>
